The only way to avoid this is to pay attention. While you'll have to pay for the module again, there is no lasting damage: the module will simply be replaced, and you'll be able to perform the task you wanted to do. Luckily, this bug has a simple fix: simply edit the building, bulldoze the module, then rebuild it. The study will go on as normal, but once it's done, you will not be able to actually build the solar farm because you no longer have a working school.

However, during the research, a monster attacks and destroys your School of Science, but leaves the university intact. For example, say you've built a School of Science for your university, and you begin to research the right to build a solar farm. Oftentimes, you won't even notice there's a problem until you're trying to perform a task that relies on that building. It's unknown whether this is a bug or by design, but the bulldoze tool doesn't recognize the damage as 'Rubble.' This generally happens with remote modules, such as the individual schools of a university. If a module is destroyed, but not the core building, you will not get an alert. For now, if you're playing on a heavily populated server, you may just need to concentrate on keeping your cities self-sustained even if you're playing a private region. Cities do update, just not in a timely fashion. This bug seems to be striking North American servers as of this writing (March 5, 2013), so the bug is likely caused just because of a massive server load. This means that Bravo may be unable to build the advanced mass transit buildings, such as a ferry station for boats. For example, the city 'Alpha' may upgrade its city hall to include a department of transportation, but then the city 'Bravo' doesn't 'see' the change.
